Users can still download .mp4 videos in a read-only Team Folder

Original Question or Issue:

While publicly sharing a video link from a Team Folder that is set to read-only, videos are still able to be downloaded.

Steps to Reproduce:

Share a Team Folder with any user(s) or group(s) and set the share permissions on that Team Folder to be read-only, (or restricting the 'Download' permission specifically).
