Terms of service text not displayed for public and password-protected shares

Resolution or Workaround:
The Terms of Service configured under **Admin Portal → Customization → Terms of Service** is not displayed for public or password-protected share links.
For public shares, FileCloud instead displays the message configured under **Admin Portal → Settings → Misc → Privacy → Anonymous user consent message for accessing shared files**.
Add the message in that setting and verify the behavior.
