Scratch directory writable failure

After an upgrade to the latest version, we are unable to log in to our portal using SSO.

Scratch Directory Writable: C\:xampp\htdocs\scratch FAIL

CLFC-00004 0 | Unable to write in the "logs" directory (C\:xampp\htdocs\scratch\)

If you have a service user in place for Apache, ensure this user's permissions are correct, and write is allowed for the XAMPP directory.

These can be changed these via Windows Properties > Security
