Pre Upgrade Step did not get completed... --migration=MongoDBFeatureCompatibilityVersion7Migration

Defect or Enhancement Number:

Cause:

Issue might be happening due to upgrade failed (XAMPP rename exception) during an intial run and MongoDB is stopped during the second run.

Resolution or Workaround:

Start MongoDB from Windows Services.
