Fcdocconverter doesn't release Apache threads

Original Question or Issue:

FileCloud went down for no reason, we had to restart it.

Environment:

Steps to Reproduce:

fcdocconverter started and configured in the Admin portal.

Error or Log Message:

No Apache logs.

Defect or Enhancement Number:

FCL-2488

Cause:

fcdocconverter doesn't release Apache threads.

Resolution or Workaround:

Stop the fcdocconverter OS service and disable it from the FileCloud Admin Portal.
